Erstwhile Kalenjin rebel MPs have sharpened their guns against Deputy President William Ruto, accusing him of using state agencies to harass dissenting leaders from the Rift Valley. Nandi Hills MP Alfred Keter, an ally-turned-foe of the DP, claims that Ruto is using the Ethics and Anti-Corruption Commission (EACC) officers to persecute Kapsaret MP Oscar Sudi who has recently fallen out with the DP.
EACC officers have accused Hon. Sudi of having forged academic certificates and recommended his prosecution. However, Hon. Keter alleges that EACC was not being sincere, asserting that the charges were being leveled against the MP four years since the crime was alleged to have been committed. (Hon. Sudi presented the alleged fake papers to the Electoral Commission in 2013, in order to pass the academic qualifications for election as MP).
The EACC says Sudi presented forged certificates to IEBC as part of his application for nomination in the election. It says its investigation, which was informed by a report from the public, found that the MP made a false declaration under oath through a self-declaration form to IEBC.
"The MP uttered the said forged documents to IEBC and EACC with intention to deceive the two commissions," the report reads. The report was forwarded to the DPP on June 17, 2016 recommending that the MP be charged with three counts of forgery contrary to section 349 as read with section 345 of the penal code.
The MP would face two counts of providing false information contrary to Section 46(1)(d) as read with Section 46(2) of the Leadership and Integrity Act and making a false statutory declaration contrary to Section 11 of the Oaths and Statutory declarations. The DPP has accepted the recommendations of the report seeking prosecution of the MP over the alleged fake documents.
Hon. Keter claims the anti-corruption body was being used for political expediency by powerful individuals in government in an attempt to silence leaders who have demanded that merit and not tribe be used in the appointment of Vice Chancellor at Moi University.
“Days are gone when politicians used to be intimidated right, left and centre to make them change their position. We stand with the position we have taken on Moi University and other issues where graft has been identified,” said Keter.
The MP who addressed a roadside meeting in Eldoret on Friday, said, “Let the EACC be warned that they should not arrest Hon Sudi for whatever reason because we just see politics at play.” The MP is an ally of Hon. Sudi who has not personally addressed the issue of his forged certificates since the matter came to public knowledge two weeks ago.
The Kapseret MP's supporters have also threatened to carry out massive demonstrations in Eldoret town claiming that their MP was being targeted because of political reasons.The supporters led by David Kibet, Patrick Kibe and Jane Mutai said they believed the MP was a victim of political indimidation.“We will also deal with those frustrating our MP politically if that is what they want,” said Kibet.
Sudi has been a close ally of DP Ruto but his supporters claim that the MP’s move to campaign for Kanu in the March Kericho by-elections and his recent stand on the VC saga at Moi University may have put him on a collision with Ruto and some powerful individuals.
“Who doesn’t know 2013 is long ago? We are wondering why they have to bring up this matter almost four years later. Its suspect”, said Mutai.
