Chaos at City Hall as CORD MCAs scuttle bid to impeach Kidero

Governor Kidero: Under siege?

There was commotion and fierce verbal exchanges between members of the Nairobi County Assembly after Speaker Alex Ole Magelo approved a motion seeking the impeachment of Governor Evans Kidero. The motion sponsored by Viwandani Ward MCA Samwel Nyaberi Nyangwara was tabled in the Assembly this afternoon against a background of agitation for and against it.

The Viwandani MCA, who is a member of the CORD but has recently been caucusing with Jubilee members of the Assembly, claims in the motion that Kidero “violated the constitution” in failing to implement the Ward Development Fund, a kitty managed by MCAs.

CORD MCAs rose to the floor immediately Mr Nyangwara began to move his motion. The MCAs ambushed their colleague, immediately he started speaking and roughed him up, accusing him of being used to fight the governor. Fearing that the MCA would be harmed, the sergeant-at-arms whisked him out of the chamber.

There have been several attempts to impeach Kidero but none as serious as the current effort, hence the tensions witnessed in the chamber this afternoon. In February, Jubilee MCAs plotted to oust Kidero following the revelations, later investigated by a special tribunal, that the governor had given the then Supreme Court Justice Philip Tunoi a Sh200 million bribe to influence a ruling on an election petition Kidero faced at the court.

The tribunal's mandate was terminated when Justice Tunoi retired from the Supreme Court, having attained 70 years retirement age. It had not yet did determined whether Governor Kidero had given the huge bribe as alleged by the 'fixer' who claimed he was the linkman between Kidero and Justice Tunoi.

Nairobi is split nearly equally between Jubilee and CORD, with the coalitions having 45 and 43 elected members respectively. Including nominated members, CORD has 64 members and Jubilee 63. However, these dynamics have changed recently since Viwandani Ward MCA Nyangwara (who has introduced the motion) and his South C counterpart Diana Kapeen defected from CORD to Jubilee.

Wrangles between Members of County Assembly over financial disagreements have seen a number of county bosses being ousted with The Senate coming to their aid. Some of the governors who have survived impeachment include Prof. Kivutha Kibwana (Makueni), Martin Wambora (Embu), Nderitu Gachagua (Nyeri), Mwangi Wa Iria (Murang’a) and Paul Chepkwony of Kericho.
